Date published: 12 June 2026

The Education and Training Inspectorate (ETI) was commissioned by the Department for the Economy (DfE) to evaluate the Skills for Life and Work programme, a full-time, work-based learning provision for post-16 learners.

Report front cover - An Evaluation of the Skills for Life and Work programme.

The purpose of the evaluation was to assess the impact of changes introduced by DfE in 2021 to its entry level and level 1 training provision through the implementation of the Skills for Life and Work programme. In particular, the evaluation considers the extent to which the programme has strengthened learner progression to the next stages of education, training or employment, improved learners’ skills and dispositions, and provided learning experiences that are aligned closely to needs of young people and employers.
