This paper promotes discussion about the implementation of “Learning Leaders” based on issues which the Education and Training Inspectorate identified by analysing already published work from 2015 to 2017, together with analysis of online ETI questionnaires conducted with recently-qualified teachers and teacher-tutors, self-evaluation reviews prepared by the four initial teacher education providers (ITE) and one day inspection visits to each of the four ITE providers in 2017.
